I placed an order in February of 2018. I called several times to find out where my order was and was told that the items were on back order. The last time I called - in July of 2018, I was told that "the old owner" did not place the order with Bic and my order - although paid in full - would not be fulfilled and would not be refunded. My search indicates that there has not been a change in ownership. If this is not stealing, I don't know what is.
